A man has been indicted on four charges for sexually assaulting and robbing a woman as she walked in Riverside Park alongside the Hudson River. Manhattan DA said: “New Yorkers need to know they can safely use our city’s many beautiful waterfront parks.”

Tatchiem Noubissi Luc, 32, is charged with one count of attempted rape in the first degree, one count of robbery in the second degree, one count of sexual abuse in the first degree and one count of assault in the second degree. 

According to court documents and statements made in court, Noubissi Luc approached a 32-year-old woman in Riverside Park near W60th Street. He blocked the woman’s path and insisted she spoke with him. After the woman refused, Noubissi Luc attacked her, attempting to remove her dress and breaking its strap. 

When the woman tried to call 911, he pulled her hair and took her phone. She screamed and fought back, leading to a struggle on the ground. Noubissi Luc then fled and the woman was able to ask someone to call 911. Noubissi Luc was arrested later that day. The incident took place on July 20 at around 4:45am. 

“Particularly in the warm summer months, New Yorkers need to know they can safely use our city’s many beautiful waterfront parks,” said Manhattan District Attorney Alvin Bragg. “This individual allegedly attacked and sexually assaulted a woman in Riverside Park, and then attempted to prevent her from calling 911 by stealing her cellphone. Despite that, this brave survivor was able to call with help from a passerby, and I thank the NYPD for its quick response.”

Officials note that all charges are allegations and the defendant is presumed innocent until proven guilty.  All factual recitations are derived from documents filed in court and statements made on the record in court. 

Noubissi Luc’s next court appearance is scheduled for November 2, 2023.
