The winner will replace term-limited Speaker Corey Johnson in the role. City Council District 3 covers Chelsea, Hell’s Kitchen, Greenwich Village, West SoHo, Hudson Square, along with parts of Times Square, Garment District, Flatiron and Upper West Side.
